WHAT IS CONSTRUCTION MOBILIZATION?

When a contract is signed between a customer and a contractor, there are multiple processes involved before the particular project for which the contract has been signed, can take off. Construction mobilization, in a broad sense, refers to those processes and tasks that are undertaken once the contract has been awarded, before the actual ground work begins. Once the contract has been awarded for a particular construction to a contractor, there are a number of important tasks that are to be performed. Some of these are:

1. Securing bonds, licenses and insurances for the project.
2. Converting the cost estimate as presented in the bid into a project budget, and setting up mechanisms for accountability and implementation of the budget.
3. Mobilization of resources such as capital and labor which will be utilized for the project.
4. Division of labor and appointment of overseeing managers and workers.

There are also certain other allocations that are done during this crucial period. For instance, larger contractors and sub-contractors are engaged in this stage. There are a number of procedural and contractual obligations that are to be fulfilled during this phase of the project, often leading to a race against time for contractors. Speaking of licensing, Application for licenses and permits from the Local Authorities usually needs comprehensive supporting documents and drawings and may require a long time to process.
Statutory permits for construction projects may include;

a) Road Opening Permit from Highways Dept ;
b) Mariner Notice from Marine Dept ;
c) Dumping Permit from Civil Engineering Development Dept ;
d) Construction Noise Permit ( CNP ) from Environmental Protection Dept ;
e) Road Diversion Permit from Police Dept ; and
f) Blasting Permit from Mines Dept .

The importance of this phase of the project is great, for projects which are well planned tend to do better and finish in time than a haphazardly put together project without little or no allocation of time to this construction mobilization phase. In summary, construction mobilization is a very important phase in the execution of any project, and creates the right atmosphere for the project to take off and be completed in a smooth and timely manner. This phase therefore involves not merely contractual, but also procedural formalities that set the stage well for the actual work on the ground.

Construction Project Managements should focus on these nine distinct areas requiring project manager knowledge and attention:

1. Project integration management to ensure that the various project elements are effectively coordinated.
2. Project scope management to ensure that all the work required (and only the required work) is included.
3. Project time management to provide an effective project schedule.
4. Project cost management to identify needed resources and maintain budget control.
5. Project quality management to ensure functional requirements are met.
6. Project human resource management to development and effectively employ project personnel.
7. Project communications management to ensure effective internal and external communications.
8. Project risk management to analyze and mitigate potential risks.

9. Project procurement management to obtain necessary resources from external sources.
